Revolting Tories

Around 100 Tory MPs are demanding a cost benefit analysis before agreeing to the government’s multi-tier approach. Is this like the cost benefit analysis we never had for Brexit?

Oh, I think there's a cost-benefit analysis for the tier system, much as there is one for Brexit, but the Govt is very reluctant to make the full document public (as with the Brexit one). However, from what I understand, the analysis is based around the impact it would have on London, that it's (I assume) tailored in such a way to ensure it was placed in tier 2, and that the model doesn't make sense outside the M25.
