Surely the FA or the League have to step in at some point!!? It's them who have failed us and let these morons get away with murder. Surely a governing body have to get involved!!?

Deals for young teenagers usually involve add-ons, which would obviously be useless to P&A.

Paul, an advisor creating a competitive situation, by active marketing, and perhaps negotiating a fee on a 'price now' basis with no 'add ons' it will still be an attractive proposition for the administrator to consider. Jack Stephens was sold on this basis for £150k, with I think a very moderate add on. If that sort of figure, or more, was achieved it would be very appealing to the Administrator to reduce his fee exposure. For some Premiership clubs a fee of this nature is relatively small change and well worth a gamble. Expect more scouts at the Daggers game, even though Matt may be on the bench.
On a personal note, I actually rate him as more than 'mildly promising' and I remember clearly his first touch on his debut when he turned Darren Purse inside out in the Millwall Carling Cup game. It is difficult to remember he is still only 16.

I believe DoS attacks are illegal in the UK.
