I heard that figure and thought it seemed low. So much so that I hoped we could stretch to that.
That is not a straightforward bit of engineering and construction at all. We're lucky that we have a solid steel structure and upper tier already, it's not easy to put in a whole other matching section that involves several complicated elements and presumably extra support.
It's very easy to just look at relatively small space and think 'surely we can do x, y and z', without remotely taking into account the budgetary, engineering, construction and even material challenges that would entail. Even in Stage 2 that section isn't being filled out (just the roof), so there must be a real reason why it can't be done.
