Biggest without top flight football

I know Wimbledon & Barnet can't count as their cities hosted an array of teams in the top flight from the capital but any feed back on this subject is greatly appreciated.

If we are being totally strict on what constitutes a city, Greater London doesn't hold city status. Neither the City of Westminster or the City of London stretch far enough to include any of the so called "London clubs."

I see, good points their, thanks for informing me as I thought the actual city was greater as a whole & included the outer boroughs of Barnet & such before reaching the city limits but apears not.
