Obviously not, or else why would I have said 'all'.

So if Stapes comes back waving a piece of paper declaring peace in our time and a new UAE investor, how would we all view him then?

I'd ask him if he personally has sufficient funds to help rebuild the club and get us back to where we need to be, and if so is he prepared to be transparantin what he's putting in in order to rebuild our confidence in him.
