The plans include phase 2 because it avoids us having to submit more planning applications if/when we can actually fund it.

It would be dishonest to present a visual representation of the final layout without them as it wouldn't indicate the full impact upon the site or the visual impact it has on the Central Park landscape. Just because they're a positive addition for Argyle fans does not necessarily make them good additions for the wider public, they have to be allowed to judge the impact for themselves.

That means the details shown on the plans are just rough illustrations of what may or may not be developed. The size and design of the hotel and offices could be subject to a lot of change.

My understanding is that it is a "hybrid" planning application. Detailed plans for the grandstand. Outline proposals for everything else. This is a very unusual approach such applications are very rare.

In my view, the reasons for Brent taking this approach is for two reasons a) to muddy the waters so that people can't easily tell what is really being proposed, and b) to exert pressure on the Council to approve permission for his hotel and offices alongside the grandstand refurbishment.

If Brent was being genuine he would have submitted one application for the grandstand redevelopment (not controversial) and a separate planning application for his hotel, offices and commercial developments.

He's being very sneaky. To put it mildly.

Full planning permission for the Grandstand and Ice Rink, outline permission for the Offices, Food Outlets/Gym and Hotel.

They were done together to save money and also to have planning permission for all of HHP and just not part of it.

He can be surprised that the supporters of the football club are objecting to his proposals when they are designed to save the club money, create a better stadium than we have and generate money for the future of the club.

The hybrid application has not delayed anything to date, there has been a lot of bluster from people who would object to anything he does, but no delay.

It was done together to save money for Argyle. The cost of the application is being covered entirely by Akkeron. It's mutually beneficial in that Argyle save money tagging the grandstand onto Akkeron's plans for the wider HHP whilst Akkeron benefit from their plans being combined with the arguably safer Grandstand plan.

If it's turned down as a whole there is a delay but Argyle can go again under our own application. The price of time paid for taking a money saving risk is fairly reasonable IMO.

A published estimate for Plymouth City Council's planning committee to assess the plans for Home Park, Higher Home Park and The Western Gateway proved to be an error


A spokesperson for the council admitted the date was an estimate which should never have been added to the application and there is no new estimate in place for when the plans will be heard.

The planning committee’s next scheduled meeting is December 14 and beyond that January 11, February 8, March 8 and April 5, all of next year.

Perhaps if the AFT and others hadn't objected it would have probably been approved by now.

The earlier thread about the planning application showed that there are plenty of people objecting the proposal- and for very valid reasons. No one seems to have a problem with the grandstand. Its all the other crap he wants to build thats the source of these objections.
